Both sides are going to struggle. Three years of war, most of the available and willing to join the war pool has been depleted. There is one difference between the two sides though. Ukraine has passed the mobilization order, Russia has not.
THe other problem is, Ukraine's economy is in reasonable shape. Russia is not. Recruitment aside, Russia is in a immense struggle to pay new recruits.
The next problem is Russia loses three times Ukraine on a given day. So the pressure to recruit is three times more.
Ukraine already has around ten brigades that are waiting for the equipment. The recruitment struggle for Ukraine is post the ten brigades.
