I have evidence of them doing the opposite.

1. Filibuster reform - can be done on their own, but won't do it

2. Had the opportunity to declare Washington D.C the 51st state during the Clinton term. But Dems tanked the bill on their own. With so many smaller (red) states having two senators, that move was as good as handing +2 status to the GOP in the senate.

If there ever was the dumbest party list in the world, I would like to nominate the dems.
