House puts its foot down on Biden and Sullivan’s performative stance on Ukraine
The Biden administration is forced into a Plan B on Presidential Drawdown Authority
Nearly $5.8 billion in Presidential Drawdown Authority (PDA), granted by Congress to assist Ukraine, is set to expire on September 30. The PDA is the most effective method of aiding Ukraine in its war against Russia. Congress grants this authority to the President, who uses the funds to send weapons from American stockpiles. The supplies are shipped, Ukraine receives them, and the mission is accomplished. It is immediate and effective.
When Congress passed the Ukraine aid bill on April 23, 2024, they authorized the President to use approximately $7.8 billion by September 30. However, the Biden administration has not fully utilized the funds, and the authority is set to expire in just six days.
If the PDA is not used by September 30, the remaining funds will be lost. The Biden administration has requested an extension from Congress, asking to include it in the stop-gap government funding plan expected to pass by September 30.
