I don't know where it got the push from. May be Blinken started it, or congressional members started it. Still does not absolve the biden admin- They should have never allowed it to reach this stage. There was a reason why the congress kept sept 30 as the deadline. The admin is all set to blew past the deadline. The state department throwing its weight behind adding the PDA to the CR is great news. It pretty much guarentees the passage of the PDA extension.
