PDA and USAI are the only two line items that directly benefit Ukraine. I think the total of these two items including leftover from last year's was around 15 billion. Of this 4 billion in PDA and 2 billion in USAI has not yet been booked. The rest has been booked, but a whole freaking lot of them have not been delivered to Ukraine at all. For example, 1 Patriot air defense battery was booked in June, but so far I have no credible information that this one has been delivered.

So, not only the Biden admin has to move all the weapons that it is going to book for the 4 billion in PDA. The probably have lot more than another 4 billion worth of weapons that were announced but yet to be delivered.
