The politics on that one is a bit complicated because, if allowed to go ahead, that fund, will cut off US dependency. Of course, US would have pulled its diplomatic weight to scuttle it. So, it was never going to get off the ground, but it did place a lot of pressure on US to get its act together. I would say it got its job done. It pushed the biden administration to take action or risk being left behind.
