The reason they have the airborne is because they are trained and equipped for rapid deployment. Often that meant airdropped inside enemy territory. They are paratroopers and had designated large transport aircrafts and such. This is pre war. Now it's a mess. But Russians still try as much as they can to maintain that old structures.
