It is a top heavy political institution. If the leaders of EU decide and supported by the big two, the decisions will pass. But the parliament members can still influence the decision making that can impact the war and nato. For example they blocked the budget from passing asking the biggies to commit to sending air defense systems to Ukraine. I was shocked at what they did. I think the promise was made behind the screens, budget was passed, two months later Ukraine has the path to 10 systems. That decision affects EU, EDU, CSDP and NATO
